Third-Party Damage to Underground and Submarine Cables
Most cable failures are caused by third parties. To reduce themain threats to underground and submarine cables, the TBproposes to define a Cable Protection Index, which is a rela-tive number indicating which cables are most exposed to third-party damage and gives guidelines for setting up a risk reduc-tion process.
